Scaling AI in the GCC: Ambition Meets Regulation

Across the Gulf, artificial intelligence is no longer just a future ambition. It has become a central part of national economic strategies. Countries such as Saudi Arabia, the UAE, and Qatar have placed AI at the heart of their long-term plans for diversification and growth. Initiatives like Saudi Arabia’s Vision 2030 and the UAE’s National AI Strategy 2031 signal that governments see AI not simply as a technology trend but as a foundational economic tool.

Adoption is already moving quickly. According to estimates from McKinsey, around 84 percent of organisations across the GCC are experimenting with or deploying AI, and the technology could generate as much as US$320 billion in economic impact for the Middle East by 2030.

But as AI systems move from pilots to real-world operations, another theme is emerging: governance and regulatory compliance are becoming just as important as innovation itself.

Shaffra, an AI research and applications company building autonomous AI teams for enterprises and governments, says it is seeing several clear shifts in how organisations across the region are approaching AI deployment.

Heavily regulated sectors are moving fastest

Interestingly, the industries adopting AI most quickly are often the ones under the strictest oversight.

Government entities, financial services, telecom companies, aviation groups, and large semi-government organisations are leading deployments. These sectors operate at large scale and are under constant pressure to improve efficiency while staying compliant with regulations.

By contrast, sectors like healthcare and energy are progressing more cautiously because of the higher safety risks and the sensitivity of their data.

In many cases, the pattern is simple: the more regulated the industry, the stronger the push to adopt AI. At the same time, rapid deployment often exposes weaknesses in governance structures. Many organisations realise that documentation, oversight mechanisms, and ownership structures have not fully caught up with the speed of experimentation.

Compliance is becoming the gateway to scaling AI

Over the past year, 88 percent of CEOs in the Middle East have reported some form of generative AI adoption. However, the conversation inside organisations is now shifting.

Deploying an AI tool is no longer enough. Companies increasingly need to demonstrate audit trails, explainability, clear data lineage, and defined performance thresholds. Human oversight mechanisms are also becoming a standard requirement.

Consumer expectations are also playing a role. Surveys suggest that around one in four consumers in the Middle East considers privacy a primary concern when it comes to AI.

For businesses, this means compliance is no longer a box to tick after launching a system. Instead, it has become a structural requirement for scaling AI responsibly.

Data residency and sovereign AI are shaping system design

In the GCC, AI governance is influenced heavily by broader data protection and cybersecurity regulations.

The UAE’s federal data protection law, Saudi Arabia’s Personal Data Protection Law under SDAIA, and Oman’s PDPL all emphasise lawful data processing and restrictions on cross-border data transfers.

For sectors like banking, healthcare, energy, and telecommunications, this has practical implications. Organisations increasingly need to ensure that data stays within national boundaries and that AI models operate under local control.

As a result, the idea of “sovereign AI” — building AI infrastructure and models within national ecosystems — is shifting from policy discussion to operational reality. It is influencing how companies choose vendors, design systems, and structure their infrastructure.

Human accountability remains essential

One of the biggest governance questions organisations face is simple: who is responsible when AI makes a decision?

When AI systems are deployed without clear rules around decision ownership, escalation procedures, and operational limits, companies risk either over-relying on automation or avoiding it altogether.

Frameworks such as those used in the Dubai International Financial Centre stress responsible use of AI in data processing. High-impact decisions — especially those involving legal outcomes, fraud detection, employment matters, healthcare advice, or public sector services — generally require human oversight.

In practice, this means AI handles the repetitive work and analysis, while humans remain responsible for decisions that affect people or institutions.

Governance maturity is still evolving

Many organisations in the region are already experimenting with AI, but governance structures often lag behind.

In many companies, multiple AI pilots run simultaneously across departments. Tools are adopted independently, and accountability is split between IT teams, legal departments, risk managers, and business units.

As a result, companies often lack a central AI governance owner, a complete inventory of AI use cases, or a consistent framework for evaluating vendor or model risk.

Even when policies exist at the board level, they are not always embedded into everyday workflows. For many organisations, the next stage of AI adoption will involve integrating governance into operational processes rather than treating it as a separate policy layer.

Continuous auditing is becoming part of AI operations

Another challenge is that AI systems are not static.

Studies show that many machine learning models degrade over time due to factors such as model drift, bias, or misuse vulnerabilities. When organisations conduct their first audits, they often discover undocumented AI use cases, weak access controls, or incomplete monitoring systems.

Effective governance therefore requires ongoing monitoring. This can include data lineage validation, bias testing, performance benchmarking, access controls, and incident response procedures.

High-impact systems may need quarterly reviews supported by continuous monitoring tools, while lower-risk applications still require periodic reassessment.

Increasingly, boards are asking for dashboards, logs, and audit evidence rather than policy documents alone.

Governance is becoming part of AI infrastructure

Across the GCC, a broader shift is taking place. Governance is no longer viewed as a regulatory formality but as part of the underlying infrastructure that allows AI to scale safely.

Compliance frameworks are gradually being embedded into system design, workflows, and accountability models.

For organisations across the region — including SMEs looking to adopt AI — the lesson is becoming clearer: building AI capability and building governance need to happen at the same time. Without that balance, scaling AI can introduce more risk than value.
